STUDENT DISCIPLINE
The Board recognizes that the teacher is with students the greater portion of the school day, and is the one most aware of those students exhibiting acceptable or unacceptable social behavior. It is therefore essential that the teacher use his/her skill and training, as well as the skill and training of other professionals (principals, assistant principals, counselors, school social workers, school psychologists, and other teachers) in helping students to correct undesirable behavior patterns. Many of the problems of students are best solved in the classroom setting.

The Board holds the teacher responsible for constructive limits and controls in the classroom. Failure to assume that responsibility not only is harmful to the students who are entrusted to the teacher, but also weakens the teacher's position with the students.

There will be instances in which the behavior of a student is very detrimental to the control of the classroom. Such behavior is harmful to everyone in the room and should be dealt with in a manner appropriate to the behavior. Provisions relative to the procedures to be followed in cases of specific offenses are set forth in the "Uniform Code of Discipline and Students' Rights and Responsibilities" handbook, which is made a part of this policy manual.

Personnel assigned to school duties shall be supported in the proper discharge of their duties in maintaining good student discipline. Any excessively aggressive student behavior, either physical or verbal, which is directed against a student or staff member shall immediately be brought to the attention of the principal or designee and dealt with according to procedures found in the "Uniform Code of Discipline and Students' Rights and Responsibilities" handbook.

In instances where a student has difficulty incorporating controls and limits, the parents or legal guardian shall be contacted, either by the teacher, principal, or designee who is involved in an effort to help the student. Parents are the most important people in the life and development of their children and can therefore exert the most influence in helping the student to adjust to school. Parents are expected to cooperate with district staff in working toward a solution to the problem of unacceptable student behavior.

The discipline policy and guidelines of the district shall be known throughout the district and community. Principals shall be responsible for distributing a copy of the "Uniform Code of Discipline and Student's Rights and Responsibilities" handbook to every student within the first month of each school year. This is necessary so that all parties involved (students, parents, teachers, and administrators) shall know what role is expected of each of them by the Board with respect to student discipline.

Student and staff meetings shall be held in each district building early in each school year to establish positive student and staff attitudes and to clarify disciplinary procedures relative to the discipline code. This shall be done to inform staff of the variety of disciplinary measures that can take place and to inform students that certain kinds of behavior shall be followed by definite consequences.

The Superintendent or designee has the responsibility for administrative staff orientation as to the nature and content of the discipline code. Principals shall be responsible for orientation of the students and staff in their buildings.

In all cases, when the principal is absent from his/her building, delegation of authority shall be made. This appointment shall be made on the principal's recommendation and shall be approved by the Superintendent or designee.

If it becomes obvious that a student's classroom behavior is too disruptive for the maintenance of a good educational environment, all of the district resources available to staff shall be utilized in an effort to identify the difficulty.

If a student is suspended from the school, the case shall be carefully documented and shall be accompanied by such information as to the kinds of corrective disciplinary measures that were utilized prior to the suspension for inappropriate behavior or violations of the discipline code. This documentation shall be kept on file in the building.

If the suspension is for more than three school days, the Superintendent and the Assistant Superintendent for Instruction shall be immediately notified in writing of the suspension and furnished with information that supports the action that was taken. The attendance office shall also be notified of the suspension.

A student who is unable to make the proper adjustment in his/her assigned school shall not be transferred to another school setting, unless upon a recommendation for special school placement, which shall be approved by the Superintendent or designee.

The district administrative staff shall cooperate with parents and police agencies to prevent misbehavior of students who are on there way to or from school. Parents are encouraged to file a complaint with the proper law enforcement agency if their child or property has been harmed.
