TESTING PROGRAMS
The primary aim of the Board's testing program is to provide objective tools for diagnosing student achievement in the basic language and mathematical skills for the purpose of improving the quality of future instruction in those areas.

The specific objectives of the program are:

DIAGNOSIS

  1. To measure student academic achievement in language and mathematics.
  2. To help the students identify their weaknesses and strengths in language and mathematics.
  3. To help the teachers and parents identify the weaknesses and strengths of their students or children in language and mathematics.
  4. To help the administrators identify the weaknesses and strengths of groups of students at various levels of the educational ladder.
  5. To help teachers establish educational objectives and specific levels of educational expectations for individual students and groups of students with similar skills.
  6. To help administrators identify appropriate educational goals for their schools as well as for the district.

PRESCRIPTION

  1. To help teachers, parents, and guidance personnel prescribe suitable new courses of study, remedial work, learning activities, educational materials, and equipment for individual students as well as for small and large groups of students with similar needs.
  2. To help school administrators identify the necessary changes in the educational program at various levels of the educational ladder and establish priorities concerning the purchase and usage of educational materials and equipment.

INSTRUCTION

  1. To help teachers manage the learning environment to provide for individual differences among their students.
  2. To help the students improve their skills in language and mathematics.
  3. To help parents reinforce school efforts to improve the basic skills of their children.
  4. To help administrators support and supervise teachers in their efforts to improve the basic skills of their students at all grade levels.

EVALUATION

  1. To help teachers, parents, and administrators identify entry and terminal skills in language and mathematics for each student; i.e., to identify student progress in an empirical and objective manner.
  2. To help students identify their progress over a period of time in relation to their starting point and in relation to other classmates.
  3. To help administrators identify progress of students on a horizontal and longitudinal basis.
  4. To help administrators determine the effectiveness and efficiency of instruction at all levels of the educational system, and to make important decisions concerning the continuation, termination, or fundamental change of present instructional programs for consideration by the Board.
