ACADEMIC ACHIEVEMENT/PROMOTION AND RETENTION
The administrative and teaching staff shall develop plans of instruction and instructional organization to provide maximum opportunity for every student to progress through school according to each student’s own needs and abilities without the stigma of failure or retention. In general, students shall be promoted annually if they master District academic standards, which are aligned with state frameworks.

Before a student is considered for retention, an education plan shall be devised to include the following:

  • Special help (Tutoring)

  • Intervention strategies

  • Consultation with Parent/Guardian

  • Other services

In all cases when retention is under consideration, instructional staff shall inform the parents of the possibility, well in advance (no later than the beginning of the third marking period) and a conference with them shall be scheduled.

Teachers shall recommend promotions and retentions to the principal.  Mastery of District academic standards, which are aligned with state frameworks and/or federal requirements,(related to the acquisition of academic credits) shall serve as the criterion for promotion.  The teacher's and principal's recommendations for retention or promotion shall be forwarded to the Assistant Superintendent for Instruction for final disposition.  The Superintendent or designee must approve a second retention in the same grade or promotion.   Parents shall be informed and involved throughout the retention process and shall have a right of appeal provided said appeal is filed within two weeks after the actual determination has been made.
