PERSONNEL HIRING
All candidates shall submit a written
application for the posted vacant position which shall include at least
three professional and three personal references and authorization for
release of their transcripts from the appropriate college or university.
As a first step, the Superintendent or designee shall examine all
applications, verify personal and professional references, and determine
that the credentials meet the Michigan Department of Education
certification requirements and the qualifications previously approved by
the Board. After obtaining all necessary documentation, an interview
panel shall be convened which shall consist of at least six panelists.
The panel shall be comprised of members of the administrative staff who
will directly interact with the posted position; a representative from
the administrative bargaining unit; a representative from the teacher
bargaining unit; a business or community leader; and a parent to
interview candidates for vacant positions.
The interviews shall consist of formal questions asked
of all candidates and a written essay. At the conclusion of the
interview, each panelist shall utilize a point system to total their
scores on the candidate. When all of the candidates have been
interviewed, each panelist (without group discussion) shall review their
scores and give to the chairman a recommendation as to their first,
second, and third choice for the position. The individual panelist
recommendations shall then be tabulated and a discussion held among the
panel members as to the individual merits of each candidate. The panel
shall then reach a consensus and recommend two finalists for the
position. As a precondition of employment, the Superintendent or
designee shall arrange for background security checks and physical
examinations for those candidates that have been recommended for hire by
the interview panel.
The Superintendent shall then interview the two
finalists and make a recommendation to the Board as to the best
qualified candidate for the position. The Board's Personnel Committee
shall be provided with a list of all applicants and shall review all
material provided by the Superintendent or designee and make a
recommendation to the "committee of the whole." If the Board fails to
elect the person recommended, the Superintendent shall submit another
recommendation after discussion with the Board.
