It is the intent of the Board to develop policies and
put them in writing, so that they serve as guidelines and goals for the
successful and efficient functioning of the public schools.
A policy shall be defined as a principle for a course
of action, adopted by the Board, to be followed in the administration of
the district. It shall be an expression of the Board's wishes with
respect to some phase or phases of the administrative program.
The Board considers policy development its chief
function, along with appraisal of the results achieved through its
policies.
Through the development and adoption of written
policies, the Board shall exercise its leadership in the operation of
the district. Through study and evaluation of reports concerning the
execution of its policies, the Board shall exercise its control over the
operation of the district.
It is the Board's intent that its written policies
serve as guides for the action of those to whom it delegates authority
and as a source of information and guidance for all persons who are
interested in and affected by the district.
Upon adoption or approval by the Board, new policies
or rules shall supersede previous action of the Board pertaining to the
operation of the district. They shall be in accordance with the Code of
Ethics formulated by the Michigan Association of School Boards (see
statements coded BH).
Changes in needs, conditions, purposes, and objectives
shall require revisions, deletions, and additions to the policies of the
present and future Boards. Policy development shall be an on-going
process.
