COMPARATIVE ROLES OF
THE BOARD AND SUPERINTENDENT
THE SUPERINTENDENT MAY EXPECT THE BOARD TO:
- Recognize the function of the Board as being legislative and
judicial.
- Keep confidential matters inviolate.
- Enhance the dignity and prestige of the Board so it is recognized as
the highest civic honor in the community.
- Place the welfare of students above all other considerations and
make every effort to advance their welfare.
- Direct personal criticism of any district employee to the
Superintendent.
- Delegate to the Superintendent the function of administering the
district in accordance with statutory law, requirements prescribed by
the State Constitution and the State Department of Education, and
adopted Board policies.
- Require that the policies adopted by the Board shall be codified,
made available, and kept up-to-date with regular review.
- Require that administrative rules and regulations shall be in
harmony with Board policy, codified, made available, and kept up-to-date
with regular review.
- Act on legislative matters only after seeking and receiving
pertinent information; receiving the Superintendent's recommendation;
and full discussion by the Board in a public work session.
- Recognize that Board members shall act in what is conceived to be
the best interests of the entire community.
- Recognize that authority to act rests with the entire Board and that
business shall be transacted only in official meetings.
- Refrain from making commitments to individuals or organizations as
an individual member of the Board.
- Subordinate personal differences in order that actions of the Board
may be effective.
- Recognize that actions of the Board remain in effect until modified.
- Require that meetings of the Board be conducted on the basis of a
planned agenda, prepared by the Superintendent, in accordance with Board
policies, and made available, with pertinent information, to Board
members for study prior to the Board meeting.
- Submit items to be placed on the agenda in ample time so that the
Superintendent may assemble information bearing upon the subject.
- Require the Superintendent to keep the Board continuously and
adequately informed concerning the district programs so that the Board
may operate in conformity with General School Laws.
- Keep the Superintendent advised of community reaction to the
district programs and Board policies.
- Listen courteously to citizens who have questions and complaints and
refer them to the Superintendent for investigation.
- Act on the selection, assignment, transfer, promotion, demotion,
non-renewal of contract, or dismissal of district employees, both
certified and non-certified, only after submission of a recommendation
by the Superintendent. If a recommendation by the Superintendent to fill
a vacancy is not accepted by the Board, the Superintendent shall make
another recommendation.
- Participate in county, regional, state, and national associations of
school board members and educators.
- Vote to employ the most competent person available for the position
of Superintendent after a careful canvas of all available candidates.
- Support the Superintendent as an administrator of Board policies.
- Hold the Superintendent responsible for acceptable standards and
results in the operation of the district.
- Work with other Board members to crystallize the educational ideals,
values, and goals of the community into concepts of policy, and see that
these are translated into actual practice by the Superintendent and
district staff.
- Recognize the Board's responsibility to work with elected county,
state, and national officials to assure that the educational needs of
students are met.
THE BOARD SHALL EXPECT THE SUPERINTENDENT
TO:
- Exercise efficiency and economy in the operation of the district.
- Provide the Board with adequate information and data to assist in
the study of programs and the development of policies.
- Refrain from involvement in campaigns for Board member elections.
- Respect the Board's authority in exercising its legislative
function.
- Supply the community with frequent and accurate information about
the district's programs and operations.
- Learn what the community expects of its schools.
- Develop plans for meeting the building needs of the district.
- Keep confidential matters inviolate.
- Establish a program of employee evaluation and discuss the results
of those evaluations with the Board.
- Give first consideration to the welfare of students while
administering the district's programs and operations.
- Honor all contractual terms and conditions agreed upon with the
Board.
- Respect the legislative and judicial functions of the Board.
- Serve as the executive officer of the Board. Attend all meetings of
the Board except when matters concerning employment of the
Superintendent are under consideration.
- Formulate, with representatives of the district staff, parents, and
citizens, recommendations to be made to the Board.
- Present to the Board for its advice, counsel, review, or approval
(upon request), administrative rules and regulations implementing Board
policies.
- Keep the Board continuously and adequately informed about district
programs, curriculum, and concerns as provided in the General School
Laws.
- Accept items of importance to be placed on the agenda from Board
members and others, and provide pertinent information relative to those
items for study prior to the Board meeting.
- Recommend for employment only the best qualified candidate for any
position. If the Board fails to accept a candidate recommended, another
recommendation shall be submitted.
- Develop plans and procedures for the in-service education of
district employees.
- Make recommendations, with adequate supporting data, to the Board in
regard to personnel selection, assignment, transfer, promotion,
demotion, non-renewal of contract, or dismissal.
- Interpret official actions of the Board to district employees and
community groups in a faithful, accurate, and objective manner.
- Provide an effective means of communication to and from the Board
for district employees and community groups.
- Increase efficiency and effectiveness through advanced study and
through participation in professional organizations and conferences.
- Advise, counsel, and recommend to the Board, the purposes and scope
of the educational program.
- Assume joint responsibility with the Board for fiscal problems
involving the relationships of the district to local, county, state, or
federal units of government and to non-governmental agencies.
- Recommend to the Board for adoption, an estimated budget for the
ensuing year; assist in modifying the estimated budget; and administer
the budget adopted by the Board.
- Provide the Board with an appraisal of the effectiveness of the
instructional program and make recommendations for further improvement.
- Assume responsibility for the development of an adequate maintenance
program for all district facilities.
