MINUTES OF THE WORK SESSION OF THE BOARD OF EDUCATION

Central Administration
Superintendent Renee' Williams reported that Board action would be requestedat the regular meeting to approve the establishment of the 2000-2001 Board ofEducation organizational meeting scheduled for 5:00 p.m. Tuesday, July 11, 2000.
Dr. JohnL Jackson, Director of Student Assessment, presented the BHAS winter2000 fourth and seventh grade math and reading Michigan Educational AssessmentProgram (MEAP) results. Overall, BHAS made significant improvements on thewinter 2000 MEAP tests for mathematics and reading. Three elementary schoolsexceeded State overall performance; eight of thirteen elementary schoolsimproved; three of four junior high schools improved. The MEAP results for fifthand eighth grades writing, science and social studies were not included in thereport. Those results are expected to arrive in the District mid-June 2000. Dr.Jackson also presented the winter 2000 math and reading MEAP results of similarMichigan urban school districts with similar proportion and description ofethnic-minority student enrollment. Benton Harbor Area Schools ranked firstamong similar Michigan urban schools district in highest percentages of studentsachieving satisfactory in fourth grade mathematics and reading.
Business and Finance
Assistant Superintendent for Business and Finance, Mark Giffels, reportedthat Board action would be requested at the regular meeting to adopt theresolution as prepared by Thrun, Maatsch and Nordberg authorizing issuance ofthe Installment Purchase Agreement for the purchase of eight (8) 2000 Amtran FE78-passanger. On December 9, 1999 the BHAS Board of Education approved thepurchase of eight Amtran buses. Bids will be received on June 15, 2000 for thefinancing of the buses.
Assistant Superintendent Giffels reported that Board action would berequested at the regular meeting to approve the public hearing date for theadoption of the 2000-2001 operational budget, tax levy certification and the1999-2000 budget revision scheduled for 6:00 p.m. Wednesday, June 28, 2000.
Operations and Facilities
Assistant Superintendent Mark Giffels reported that Board action would berequested at the regular meeting to approve a food service contract withChartwell's Food Service. ARAMARK Corporation has managed the District's foodservice operation for a number of years and this is the last year of a contractrenewal option. After a lengthy discussion, President Graves pulled the foodservice provider contract item from the agenda.
Mr. Stephen Mitchell, Group Director for Operations and Facilities, reportedthat Board action would be requested at the regular meeting to approve theawarding of the BHHS gymnasium roof repair to Allied Roofing & SidingCompany in the amount of $102,800.00. Bids were opened on May 25, 2000 with 8companies submitting bids.
Instruction
Assistant Superintendent Richard Garrison reported that Board action wouldbe requested at the regular meeting to approve the BHAS membership resolutionrenewal with the Michigan High School Athletic Association (MHSAA). TrusteeHodges asked for additional information on the Big "8" AthleticConference changes.
Assistant Superintendent Garrison reported that Board action would berequested at the regular meeting to approve the Benton Harbor Area SchoolsWorkforce Investment Act Youth Program (formerly called the Summer YouthEmployment Training Program). The WIA Youth Program at BHAS is a year-roundprogram supporting students in workforce activities.
Mr. Richard Garrison reported that Board action would be requested at theregular meeting to approve the elimination of the BHAS Summer Drivers EducationProgram. The program is in need of updated equipment and is not monetarilyself-sufficient. After a lengthy discussion, the program will be extended fromJune 19 through July 13, 2000 and a tuition fee of $50.00 per student will becharged.
Mr. Garrison reported that Board action would be requested at the regularmeeting to approve orientation programs for students entering the seventh andninth grades. These programs would help ensure success for students entering thejunior high and high school curriculum. The seventh grade orientation program isscheduled to run from August 15 through August 17, 2000, from 8:00 a.m. until12:00 noon at all four junior high school facilities. The ninth gradeorientation program is scheduled to operate August 17th and 18th,2000, from 8:00 a.m. until 12:00 noon at the Benton Harbor High School.
Assistant Superintendent Garrison reported that Board action would berequested at the regular meeting to accept and acknowledge gifts and donationsto the Henry C. Morton Elementary School from the Benton Harbor FirstPresbyterian Church Outreach Program.
As an informational item, Mr. Garrison gave thanks and appreciation to twoLake Michigan College students, Sarah Meyer and Brock Blanchard, for obtainingdonations to the Helping One Student To Succeed program (HOSTS) as a classproject. Numerous items were donated to the HOSTS program as well as a benefitconcert at Czar's that yielded $1,000 in profits.

Public Participation
Mr. Anthony Henry addressed the Board of Education with concernsregarding the BHAS Drivers Education Program and questioned the gap between the
4th and 7th grade winter 2000 MEAP tests results.
Ms. Linda Brown addressed the Board of Education expressing her concerns withthe BHAS Drivers Education Program.
Mr. and Mrs. Edward White (Linda) addressed the Board of Education with theirconcerns regarding the BHAS Drivers Education Program.
Board Comments
Trustee Robinson questioned the operational status of the BHAS Teen Centerand the Flagpole Club fundraiser.
Trustee Woltman commented that the Bridgman Public Schools are consideringclosing their pool due to high maintenance costs.
Trustee Hodges stated that the BHAS Drivers Education Program is in need ofnew equipment and instructors.
