Benton Harbor Area Schools

The citizens elected to serve as trustees of the Benton Harbor Area Schools are responsible for the formulation and adoption of educational policies. These policies are consistent with the laws governing public education set by the state constitution. Rules and guidelines for action by the board are also sent by the Michigan Board of Education, whose members are elected by voters of the state of Michigan.

Local policies are set only after careful consideration is given to the goals of education for the Benton Harbor Area Schools. Board policies serve as a guidepost and basis for action by the Superintendent of Schools and her staff.

The National School Board Association believes that:

  1. School Boards should function on a non-partisan, broadly representative, team-spirited manner.
  2. School Boards should adopt clearly defined written policies based on a thorough understanding of the educational process.
  3. School Boards should conduct school district business in open session, except as otherwise provided by law.
  4. School Boards should endeavor to inform the public concerning the schools.
  5. School Boards should enlist citizen groups to assist and counsel them.

The board shall function in three ways in providing for public education within the district.

  1. POLICY INFORMATION
    Policy information is the function which determines what shall be done, establishes procedures for accomplishing the tasks, selects an executive officer who delegates the responsibility for putting plans and policies in operation, and provides the financial means for their achievement.
  2. EXECUTIVE
    The executive function is concerned with administering the plans and policies -- operated through and by administrative officers.
  3. APPRAISAL
    Appraisal is the function which attempts through careful examination and study of facts and conditions to determine:
    1. The efficiency of operation of the general activities.
    2. The worth and value of result of the activities in relation to the value and efficiency of instruction.
